Community Plans


Planning for Waimea appears to have begun in the 1970's. A number of very thoughtful local plans have been proposed. Here we present the plans for just the Waimea area that were developed with community input over the years, in reverse chronological order (most recent first).

Northwest Hawaii Regional Plan

The goal of the Northwest Hawaii Regional Plan was to forth the policies and program for open space, land use and infrastructure development for the northwest Hawaii region for the period 1993 to 2005. The 1992 draft of the plan called for a new community to be established in the vicinity of State-owned lands at Lalamilo (about the same distance from the coast as Waikoloa Village, just south of Kawaihae Road), but the 1993 draft questioned the economic feasibility of the concept.

Waimea Trails and Greenways

The Waimea Trails and Greenways project is being implemented by the Waimea Trails and Greenways Committee of the Waimea Preservation Association, under the leadership of Clem Lam, a local architect. The trail will generally extend along Waikoloa Stream from South Kohala View Estates on the west through Waimea Nature Park (Ula La'au) to the state land north of Church Row on the east. That committee is currently negotiating easements with the seven landowners through whose property the trail will extend. In town, a portion of the proposed route follows the north bank of the stream through property owned by the Parker School Trust Cooperation (behind the KTA Shopping Center). The project includes a 17 acre parking lot (that will be designed to accommodate horse trailers) to be located on state land near the Waimea Transfer Station (for which an easement was obtained from the State in 2005).

1993 Waimea Main Street Plan

The Waimea Main Street Plan (1993 Plan) was a community-based strategic plan that was completed in 1993. The 1993 Plan did not contain specific maps, but rather focused on community building. The plan was divided into the following parts to facilitate downloading as PDF files:

1986 Waimea Design Plan

The Waimea Design Plan (1986 Plan) was completed in 1984 and adopted by a resolution of the Hawaii County Council in 1896. You will note that it contains much less detail than the 1977 Plan and it is helpful to read both plans together to understand the rationales for the actions called for by the 1986 Plan. The plan was divided into the following parts to facilitate downloading as PDF files:

1977 Waimea Urban Design Study

The Waimea Urban Design Study (1977 Plan) was prepared by the same planning consultant as the 1986 Plan and was completed in 1977. It contains much more detail than the 1986 Plan and appears to be the basis of the 1986 Plan. The plan was divided into the following parts to facilitate downloading as PDF files:
